Empire Bay Medical Centre

Barker Ryan Stewart has been successful in obtaining DA approval for the Empire Bay Medical Centre.

The site was recognized as an ideal site for a medical centre to service an ageing resident base that is also experiencing rapid population growth. The Empire Bay suburb has higher rates of residents aged 50-79 when compared with NSW, and the proposed development will provide important medical services to residents who require local and accessible medical facilities.

Media reports from 2017 indicate patients on the Woy Woy Peninsula are waiting up to two weeks for regular GP appointments due to the retirement of doctors and relocation of staff (The Daily Telegraph, 2017). This addition to the current health infrastructure services for the Empire Bay area will make a significant social contribution to the community where health resources are scarce.

Barker Ryan Stewart was able to obtain DA approval in under 3 months despite there being a number of complex legislative and environmental constraints that had to be overcome.

Medical centres are typically prohibited in R2 Residential zones.  However, Barker Ryan Stewart’s town planners identified that the medical centre could be approved by the overriding Infrastructure SEPP.  Barker Ryan Stewart’s in-house surveyors, planners, traffic engineers and civil engineers worked collaboratively with a variety of external consultants including architects, arborists, ecologist and bushfire consultants to ensure that the various site constraints could be appropriately addressed and road access could be obtained via the RMS controlled Empire Bay Drive.

Bondi Junction Affordable Housing Project - BRS

Bondi Junction Affordable Housing Project

Barker Ryan Stewart worked with Tricon Group and Nordon Jago Architects to assist with obtaining development consent for a Bondi Junction affordable housing project, located in Council Street and Paul Street.

The proposal was approved by the Sydney Central Planning Panel for alterations and additions to an existing heritage listed building, demolition of buildings and construction of a three storey residential flat building with basement car parking to create a total of 16 affordable rental units.   The development promotes economic and social revitalisation by increasing residential densities, supplying affordable housing, conserving a local heritage item and promoting high-quality architectural design.

Barker Ryan Stewart provided town planning services including a Statement of Environmental Effects and a Clause 4.6 Report to vary the maximum permitted building height.  Barker Ryan Stewart also prepared a Waste Management Plan for the Bondi Junction affordable housing project.

Saddles bakehouse - BRS

Saddles Bakehouse – Eatery – Nursery

Barker Ryan Stewart are proud to have assisted the John Singleton Group with conversion of the Princeton wholesale plant nursery into top end foodie destination Saddles Bakehouse/Eatery/Nursery. 

Inspired by its stunning natural setting, the John Singleton Group has delivered a stylish country homestead style restaurant overlooking a scenic farm dam.  The bakehouse and eatery is being run by successful restaurateurs Cameron & Hayley Cansdell. Together, they own other Central Coast establishments including bombini restaurant at Avoca Beach and fish dining at Point Frederick.  Located on the Old Pacific Highway midway between Sydney and the Central Coast, Saddles is destined to be a popular foodie and nursery destination on what is becoming known as the Central Coast Harvest trail.

John Singleton Group approached Barker Ryan Stewart with the objective of building a restaurant on the wholesale nursery site.  However, the local zoning controls did not permit a standalone restaurant.  Barker Ryan Stewart’s planners investigated the planning guidelines and identified that restaurants are permissible if they form part of a Garden Centre.  From this advice the concept of renewing the Princeton Nursery to a modern Garden Centre with a restaurant and bakehouse was established.  Other constraints on the development included the lack of an available sewerage connection and overland flooding issues. 

Barker Ryan Stewart’s engineers undertook investigations to provide on-site effluent disposal and a flood impact analysis to capture stormwater flows in the dams that are now a feature of the project.  Other services provided by Barker Ryan Stewart included the preparation of a waste management plan, traffic impact statement and management of the DA process.

Aquasplash Gosford BRS

AquaSplash Gosford

The AquaSplash Water Park located in Gosford on the Central Coast, is a water themed inflatable park consisting of steps, slides, trampolines and more, all under the supervision of lifeguards.

The opening of this water park has sparked a great deal of enthusiasm in the local community. The 40m by 40m inflatable water obstacle course was installed at the Gosford Waterfront between the Gosford Olympic Pool and the Gosford Sailing Club in 2016 and it was met with great success, so much so, that the AquaSplash water park has been opened again this year in the same location with new additions. The venue expects to see up to 40,000 visitors over the summer and will employ up to 50 casual staff.

Barker Ryan Stewart were pleased to provide planning and engineering services that assisted with obtaining approval for AquaSplash Gosford Water Park and have worked closely with the Queensland based company during the process.

Lakeside Gardens Toukley Development BRS

Lakeside Gardens, Toukley

Barker Ryan Stewart is pleased to announce that an appeal has been upheld in the NSW Land and Environment Court for an 11 storey mixed use development at Toukley known as Lakeside Gardens.

Working on behalf of Rustrum Pty Ltd, development consent was granted for 109 units and ground floor commercial tenancies, all with basement car parking. Barker Ryan Stewart assisted with the coordination of the Land and Environment Court appeal and provided expert witness and town planning services.

TAFE NSW and Public Schools Capital Works Program

Barker Ryan Stewart have begun the initial planning services through Conrad, Gargett, Ancher, Mortlock and Woolley for the TAFE NSW Capital Works Program. This program includes the provision of overseeing and planning upgrades to several TAFE sites across Northern and Western NSW.

ATO Building - Barker Ryan Stewart

Gosford ATO Building

The development of the ATO building at 99 Georgiana Terrace, Gosford has been in many headlines recently. After thorough review by the Joint Regional Planning Panel and Central Coast Council and successful defence of a Class 4 Appeal in the Land and Environment Court, development consent has been granted and works are now underway. Barker Ryan Stewart provided town planning and traffic engineering services to Doma Group, assisting with the development application approval.

Affordable Housing, Broadway

Multi-storey affordable housing project in close proximity to Sydney University and the CBD.  The project included adaptive reuse of the lower level heritage item, ground floor café and multi-storey units above.

Parramatta River Apartments

Development assessment on behalf of Parramatta City Council for a mixed use development on land fronting Parramatta River.  The DA included ground floor retail and 774 residential apartments.

Critical issues included site remediation, flooding impacts and scenic quality.  Our involvement included DA assessment and representation before the Joint Regional Planning Panel.

High Street Retail

Adaptive reuse of service station and shop for boutique retail development consisting of cafes, retail and commercial premises.

The site operated under Existing Use Rights and we assisted the client with negotiating approvals for a complex Development Application in this popular lower North Shore location.

Booth Street Annandale

The Tricon Group needed a suitably qualified and experienced Town Planner to assist them with a Development Application to Council for an adaptive re-use of an existing hardware store and dwelling to a supermarket, child care centre and café/restaurant.

Located on a tight site in the Annandale retail strip we successfully negotiated development consent for optimal use of the land.

Gwandalan Town Centre

Located on the shores of Lake Macquarie, the established suburb of Gwandalan does not have a local shopping centre to serve the daily needs of residents.

Barker Ryan Stewart provided strategic planning services to rezone land for a town centre. Gateway determination has been issued by the Department of Planning. The future development will include a mix of retail and community facilities along with approximately 60 town houses.

Taylors Beach

Obtained development consent from Port Stephens Council for a large bulky goods retail centre and land subdivision.

Mt Hutton Retirement Village

Project co-ordination and management of the approval process for a retirement village comprising independent living units and a community centre. Located on rural land adjoining residential the application required a Site Compatibility Certificate from the Department of Planning prior to lodging a DA with Lake Macquarie Council.

Oxford Street Retail & Small Bars

Barker Ryan Stewart has provided a variety of services to the City of Sydney to assist with revitalisation of the Oxford Street retail precinct.

Our various roles have included the preparation of guides (DA Process Mapping) to assist private property owners with the activation of vacant shopfronts for small bars, retail, cultural and creative uses. We have also provided DA assessment for adaptive reuse of a heritage building for a small format Woolworths supermarket.

East Gosford Community Consultation

Barker Ryan Stewart hosted a free community event to consider the future of East Gosford. Working on behalf of the Evergrow Group the community consultation sought views from the community on issues such as built form, traffic management, public open space and revitalisation of the village centre.

Our role included an interactive website for collation of ideas, media releases and facilitation of the consultation.

Lawson Rise

The former Lawson Post Office site is located at the entry to the Lawson Town Centre.
We assisted with negotiating development approvals and preparing stormwater management plans for this iconic site.

Waterside, Gosford

Located in the Gosford City Centre the Waterside development includes 3 high rise towers containing 500 residential apartments, 80 room hotel, tavern, restaurant, supermarket, cinema and retail space.

Services provided by Barker Ryan Stewart included a heritage impact assessment; crime prevention, waste management and traffic reports.

South Village Kirrawee

South Village is a significant development located in the Sutherland LGA. The development involves the reuse of the former Kirrawee Brick Pit for a mixed use development including 749 residential units, 2 supermarkets, specialty stores and community space. The built form will comprise seven towers up to 14 storeys high.

Barker Ryan Stewart undertook a Crime Prevention through Environmental Design (CPTED) and Construction Management Reports.

Greenacre mixed use Development

Mixed use commercial development comprising Woolworths services station, Officeworks, Reece Plumbing, Red Rooster , chemist and smaller specialty stores.

Cessnock City Council Strategic Planning

Planning proposals, DCP preparation and VPA negotiations for 3 x large scale residential subdivision projects across Cessnock LGA.

Working on behalf of Cessnock City Council we assisted with strategic planning services to facilitate land release of major urban land releases across the LGA.

Coles San Remo & Northlakes Tavern

Utilising Existing Use Rights provisions, we successfully negotiated development approval for conversion of an existing Hotel, tourist accommodation and bottle shop development to a modern shopping centre accommodating Coles, First Choice Liquor, Northlakes Tavern and specialty stores.

Barker Ryan Stewart had a comprehensive Development Management role and were responsible for project coordination of design and approval stage; and preparation of DA submissions. We also assisted with a community consultation process.

ALDI Stores

We have assisted ALDI with obtaining development approvals for ALDI Stores at various NSW locations including: Brookvale, Mt Ku-ring-gai, Gosford, Kempsey, Newcastle, Umina, Green Point, Port Macquarie, Armidale and many more.

Tuggerah Regional Sporting and Recreation Complex

Communities of the Central Coast will soon have access to a brand new regional sporting facility. Council acquired the 18.28-hectare parcel of land, which was part of the old Pioneer Dairy, from the State Government. A team of consultants, led by CKDS architects, have developed plans to build a recreation complex comprising of the following components:

Stage 1:

– Construction of nine (9) sporting fields including seven (7) standard fields, one (1) AFL field and one (1) premier field;
– Three integrated cricket pitches with the above fields;
– Public amenities associated with the fields (including maintenance shed);
– Car parking and associated drop off areas;
– Bus bays along Lake Road to service the complex;
– Temporary training field;
– Lighting;
– Signage;
– Rehabilitation of existing wetland areas;
– Landscaping including mounds for screening and spectating;
– Irrigation storage tanks and pump room;
– Boundary pathway; and
– Fencing.

– Grandstand;
– Indoor Sporting Facility

Barker Ryan Stewart prepared a Review of Environmental Factors and Traffic and Parking Assessment for Stage 1. A Statement of Environmental Effects and associated planning reports were prepared for Stage 2, to assist with the approval of the development.

The new sporting facility will not only relieve current facilities in the area from their heavy use, but also enable the region to host larger sporting events, drawing in economic and community benefits.

Erina Leagues Redevelopment

Erina Leagues Club wanted to maximise the use of their existing site and incorporate a new building for their club along with a variety of complementary uses.

Barker Ryan Stewart has been working with the Club for a number of years in a range of capacities including: development management services, development feasibilities, town planning services to rezone the site, preparation of a site specific DCP; and undertaking a comprehensive flood study.

The site has now been rezoned ready for development with an estimated Capital Investment Value for future development exceeding $60M.

Barangaroo Headland Integration Works

City of Sydney required the services of an independent Town Planning consultancy to assess the public domain works to connect the future, high profile, Headland of Barangaroo Park to the existing suburb of Millers Point. The land is owned by the City of Sydney, State of NSW and Barangaroo Delivery Authority.

The proposed Development Application (DA) was intended to integrate the future form and accessibility of the Barangaroo Headland Park with the surrounding city street. The proposed outcomes of the DA included strengthening the future pedestrian and cyclist connections along Argyle Street and Towns Place and a general slowing of traffic and additional street tree planting to create a more pleasant environment.

Barker Ryan Stewart provided an independent assessment of the proposed plans and prepared a report for consideration by the consent authority which included the recommended development conditions.
